[TYPO3-core] CGL proposal: Dropping the closing PHP tag

As I understood from Andreas Wolfs first mail I thought that this might
occur by accident. Apparently it does not because pressing enter a
couple of times requires even more work... ;-)

So all in all, I don't get the point why this should be changed.
