[TYPO3-core] CGL proposal: Include PSR-1 Side Effects-Rule

 From a Core developer decision point of view it is only valid for Flow 
/ Neos as I am no member of the CMS Core Team. ;)

So yes I am in favor of harmonizing the CGLs as much as possible, if CMS 
picks that rule up it should be the same for Flow / Neos.
