[TYPO3-core] Important: Upcoming releases of 4.5.13 and 4.6.6

Hi everybody,

due to the upcoming releases of TYPO3 4.5.13 and 4.6.6 the accordant Git
branches are currently locked for merged to the official repository. You
still can continue to contribute but not to press the "submit" button in
Gerrit.

Once the releases are done, submitting to those branches is allowed again...
