[TYPO3-core] Deliver unit tests in the packaged sources?

I've seen tons of TYPO3 installations out there. Most of them where 
heavily broken, outdated, bloated and running on broken servers. But 
even most of those systems managed to actually do the 'typo3_src' link 
right.

So, he does not care about an additional folder either.
