[TYPO3-core] Integrate base test classe(s) of tx_phpunit into the core?

Hi,

we currently have unit tests in the core which rely on classes delivered 
by a third party extension. Although this extension is well maintained 
by Oli Klee, it still feels kind of strange as if the tests are not 
completely part of the TYPO3 core.

Therefore I propose to include all classes (mainly a base class and one? 
helper class) used in the core tests or system extension tests into the 
core.

I would move the base test case class into tests/ and the helper 
class(es) into t3lib.

What do you think?
