[TYPO3-core] Update git submodules (automatically) in core git repository?

hey,

if you like the idea to activate 2 or 3 CGL rules in jenkins the next days
this would be helpful. if it potentially causes more troubles than it
brings benefit it would also be ok for me to make this later. but for sure
i would love to see some more CGL numbers drop down to zero! ;-)
