[TYPO3-core] New documentation workflow

Hi Xavier,

I'm fine with submitting both patches at the same time. It's true that 
we avoid forgetting about documentation this way. And it's quickly done 
to abandon the documentation patch if the Core patch doesn't make it.

OK, sounds good with "Depends".
