[TYPO3-core] New documentation workflow

Hi all,
The migration of all the official manuals to ReStructured Text (for the
format) and Git (for the version control) was completed this week. This
makes it now possible to not only open documentation issues for new
features but to even submit a documentation patch straightaway.
I would just like to figure out the details here before making an
official announcement about it.
My proposal is the following:
1) Core issue is opened for a new feature
2) Core patch with new feature is pushed to Gerrit
3) Documentation issue is opened at the same time, with a reference to
the Core issue
4) Core patch is merged
5) Documentation patch is pushed to Gerrit
6) Documentation Team reviews and merges documentation patch
If the Core patch is eventually rejected, the Forge documentation issue
is simply closed (if the documentation patch was pushed already, it is
also abandoned).
