Yes, +1 on that idea.

You should consider updating the issue subject and the commit message to
specify *which* thumbnails or setting you are referring to, as there are
lots of different kinds of thumbnails shown throughout the TYPO3 backend
(a reference to the User Setting "thumbnailsByDefault" somehow).

Interestingly the thumbnails shown in the "File > Filelist" still can be
disabled with the checkbox below it, while the "Web > List" view now
always show the thumbnails on records with images attached (a feature
which probably not all know know because of the very well "hidden" user
setting which you are proposing to change the default).
