No safe_mode is used. (= OFF)

I have created now a new issue about it:

In this case you have 2 browser tabs on the same domain with 2 different 
TYPO3 sites. Each site is on a different directory.

1) TYPO3 4.5.2:
http://localhost/typo3/backend.php

2) TYPO3 4.6.3
http://localhost/demo-site/typo3/backend.php

You have to login twice under http://localhost/typo3/backend.php after 
you have logged out from http://localhost/demo-site/typo3/backend.php.
You have to delete the backend TYPO3 cookie, before you can log into 
http://localhost/demo-site/typo3/backend.php (2) if you have formerly 
been logged into 1).
