[TYPO3-core] Blank and source+dummy package

the Problem that time was (i am one of that people), that also the
"dummy only" was completly canceled at that moment, for my use the
source+dummy is not needed... all what i need is:
dummy / source / blank / (intro) / (government)

in my opinion 2 packages with the same content are not needed
