[TYPO3-core] Announcing TYPO3 4.5.18, 4.6.11 and 4.7.3

The Dummy Package for 4.7.3 includes a LocalConfiguration.php file 
instead of localconf.php. This is a mistake isn't it? AFAIK 
LocalConfiguration.php will be supported beginning with 6.0.
