[TYPO3-core] TYPO3 4.7 release candidate released, no submits anymore

Dear developers,

today we released the RC1 for TYPO3 4.7.

This means, that the TYPO3 4.7 branch in core and all submodules 
branches have a submit lock as of now. Only blocking bugs should go in 
and need special approval as of now.

Anyhow pushing and reviewing patches is highly appreciated but please 
leave the submission up to the release team for the next 12 days.

For sure master branch or older branches are not affected.
