[TYPO3-core] openssl als required PHP extension

Unfortunately I've had the same problem and installed all the necessary
requirements on a Windows Vista PC, but it just won't work. In phpinfo
OpenSSH was loaded, but the exception kept showing, despite the fact that
on a Windows 7 and Windows XP it was working smoothly.
Had no option, but to use Virtual box with Debian server and continue
development like that.
