[TYPO3-core] "Steps to reproduce" paragraph in a patch request

Hi,

As a good practice, could we introduce the "rule" to have a section "Steps to reproduce" within an 
issue when reporting a patch onto Forge. I think it could ease the testing a lot.

Being myself a casual tester, I often have to think hard what it is about and sometimes take my 
courage in two hands to persevere... If most of the time I manage to go through, I can imagine this 
effort will easily put off less experimented / willing people.

I admit it requires additional effort from the point of view of the author of the patch but I really 
think it could ease the testing and the chance of having the patch in.

What do you think of having a "Steps to reproduce" section as recommendation when reporting a Core 
issue?
