[TYPO3-core] FYI: Closing write access to the Subversion repository

Hi all,

the following patch has been committed:

Type: Cleanup

Problem:
We are moving to Git and need to make sure that people notice this.

Solution:
Add IMPORTANT_README.txt which briefly explains this.
