[TYPO3-core] git troubles: not allowed to upload merges

It was converted, but I changed it so that no merge uploads are allowed.

Exactly, that's why I removed the permission. Whenever someone uploaded a merge in the past, it was the result of a something that was not intended.

If we need merges we can enable them per project and/or group.
