[TYPO3-core] Developing features and git/gerrit

I think you will need a separate HEAD, which you can commit to,
without going through Gerrit.

Then people can clone the HEAD, and whenever the toolbar work is done,
you create a real patch against current master and pushes it through
Gerrit
