[TYPO3-core] A Core verification for #22434, please (Wrong link in felogin reset password)

Hi folks,

The patch for:

http://forge.typo3.org/issues/22434

already has quite a few reviews, but needs a verification by a Core Team 
member. Could one of you take a look, please?

The issue is with the link that's defined in the reset password mail. It 
is wrongly prefixed when config.absRefPrefix = / (the URL is simply 
prefixed with "/" instead of using the full URL).
