[TYPO3-core] Set of functions available before autoloader setup

Hi,

after hitting http://forge.typo3.org/issues/28235, I am thinking wether
TYPO3 should define and document a minimum set of functions that are
usable even without a set up autoloader and thus available in init.php,
config_default.php an e.g. ext_autoload.php at all places?

These should probably include some basic debug output, maybe getting
Typo3 version and some path informations.
