[TYPO3-core] Forge issue workflow / bug tracker fields

Hi all,

as we just talked about documenting the bug tracker:
I started doing this for the Extbase/Fluid bugtracker [1].
It's not finished yet and probably needs fine tuning/adjustments, but 
maybe some of this can be re-used for the core tracker.
