[TYPO3-core] RFC: Bug #17355: Dependencies in sysext 'version' and 'workspaces'

Problem:
In the TYPO3 Core there are still some dependencies to the sys_workspace
table. However since the system extension "workspaces" is not installed
this table is not available.

Solution:
Check whether the system extension "workspaces" is installed.

Notes:
There is also an issue on Forge in the workspaces project, see
http://forge.typo3.org/issues/12615
