[TYPO3-core] RFC #17320: Not installing extensions in Upgrade Wizard should also get rid of the wizard

Hi,

This is a SVN patch request.

Problem:
If one chooses not to install all suggested new sysext, the wizard
should never been shown again.

Also solves the problem #16976.

Solution:
Remember seen wizards in localconf.php.

How to test:
Run the wizards, don't install anything. Run the Upgrdae Wizard again:
They are gone, amazing!
