[TYPO3-core] RFC follow up #17286: sys_language -> flag selections ends at letter q

This is weird, I'm pretty sure it worked at one point, but I may be 
mistaken. I remember that Steffen Ritter worked on that part, but he 
doesn't seem to be around lately and I don't have time to dig up the 
original RFCs.
