[TYPO3-core] RFC 17213: Names of backend layout columns not displayed properly

Hi,

This is an SVN patch request

Problem:
Backend layout columns have names, those are not properly displayed in 
the way they have been set up as the names are uppercased when displayed 
in the page module.


Solution:
remove the uppercase css text transformation, to compensate increase the 
font size from 10px to 11px
