[TYPO3-core] RFC #17211: Thumbnails in TCEforms have broken clickMenu

This is a SVN patch request.

Problem:
db fields in TCE forms have thumbnails. If no thumbnail can be made an 
(old) file icon is displayed. Next to it is a file icon with a clickMenu 
and next to that the filename.
The clickMenu functions aren't useful in this context or (in case of 
'info') are already available on the thumbnail.

Solution:
remove fileIcon with clickMenu, render fileIcon based on sprite instead 
of old icon (if no thumbnail can be shown) and add info popup to 
fileIcon if no thumbnail can be shown

How to test:
In Page properties on Resource tab add some files to the media field. 
Save and see the list of thumbnails + fileIcons.
