[TYPO3-core] RFC: #15589: Move debug functions to own utility class

Hi all,

while I was reviewing some late changes I stumbled over this one.
I welcome the modularization of t3lib_div.

Unfortunately the naming guidelines for classes were not observed here. 
The class name part should be a singular noun, the current class is a 
verb though.

The attached patch corrects this.
