Hi,

Unfortunatly the t3lib_div file was forgotten while committing the latest 
patch as you can see in the revision log.

I have re-applied the missing changes to a new diff and fixed some incorrect 
deprecation annotations of the old one. Also I finalized the class, added 
static keywords to all methods and removed the XCLASS inclusion code.
