[TYPO3-core] RFC #17187: CSH tooltip does not render correctly for allowed Excludefields

This is a SVN patch request.

Type: Bugfix

Problem:
In the be_groups, in the list of "allowed Excludefields", the tooltip is 
not rendered properly. The tip is displaced compared to the help bubble.

The problem would arise whenever the tip box is moved to the left of the 
trigger due to viewport constraints.

Solution:
Move the anchor arrow to the left only when the box is actually 
positioned above or below the trigger.
