The extension key was registered before and the rule is "first come
first serve". There is no "core has priority rule". What would the users
think if we could overwrite that at will?? This would set very critical
precedents and make people loose trust in TER and the infrastructure.

In cases we need a key for the core, we contact the authors to see if
its possible to transfer it to us. If its not doable, we find another
name, no big deal.
