[TYPO3-core] RFC #17179: No possibility to refresh the positioning of the toolbar items with a common function

This is an SVN patch request.

Problem:
Currently there is no possibility to refresh the positioning of the
toolbar items with a common function (and the code to position the menu
is duplicated in more than one file...)

Solution:
Cleanup the duplication and provide a function to refresh all toolbar items.

Notes / How to test:
Apply the patch and test whether your toolbar items still work.
Switch to a workspace and note the wrong positioning.
Open a JS console and enter TYPO3BackendToolbarManager.refreshAll()

The fix will be afterwards done in the workspaces module, which will
then solve issue http://forge.typo3.org/issues/12000
