[TYPO3-core] RFC #17163: CSH tooltips should be placed nearer to the text

Note that CSH is not rendered properly at all in this case. I have a 
scenario to make it working properly, but haven't had time to work on it 
yet. I hope I can do it tonight. There's a bug report for it:
