[TYPO3-core] FYI: #17162: Missing localization in t3lib_tsstyleconfig

Hi,

the following patch was committed to trunk rev 10054

In extension configuration, the form comes from this class if 
ext_conf_tempkate.txt is present.

The submit button has hardcoded test - localize it.
Further add an id to identify the button in new em.
