[TYPO3-core] FYI #16081: Different margins of input fields in TCEforms

Hi!

The following change has been committed to trunk in rev. 10123

Problem:
Drop down boxes stand directly under the text which looks ugly and does 
not fit to the styling of input fields and checkboxes.
=> Add a small padding at the top of the boxes.
Drop down boxes are not aligned on the same height with input fields and 
checkboxes.
=> Center the drop down boxes. (Maybe this can already be done with the 
top margin.)

Solution:
Add the same to <select> as <input> has.
