Here's v2, which incorporates the idea from Steffen (i.e. a flag is 
added to the constructor making it possible to avoid instantiating 
"template") which is not always needed. This makes it possible to avoid 
requiring template.php.

BTW this can be tested either in conjunction with #16926 (which should 
work fine) or by running the "Install Outsourced System Extensions" and 
seeing that it works as before.
