[TYPO3-core] RFC #17113: Bug: Wrong filemount calculation in workspaces for admin users

Hey,

This is an SVN patch request.

Problem:
If a workspace is configured to use a certain file mount an admin user
that does not necessarily have any file mounts (as he can see anything
anyway) does not have access to any files thus can't use the file browser.

Solution:
Check if the user is admin and reset filemounts to his defaults

Notes / How to test:
Configure a workspace with restricted file mounts and use your admin
user without any configured file mounts to try and change an image.

Apply the patch and try again.
