[TYPO3-core] RFC #17106: sys_workspace table should be defined at one place only

Problem:
Atm. the definition of sys_workspace is present in the Core and in 
EXT:workspaces - having it in EXT:workspaces is more than enough.

Solution:
Therefore the attached patch removes it from t3lib/stddb/tables.sql 
which is outdated anyways.
