[TYPO3-core] RFC #17105: deprecate "disable_autocreate" feature

Problem:
The workspace-team decided that supporting the "disable_autocreate" 
a.k.a "Disable auto-versioning when editing" feature is nothing which is 
worth the effort - therefore we suggest to deprecate it.

Solution:
Attached patch adds the relevant call to the deprecationLog.
