[TYPO3-core] RFC #17102: migrateWorkspaces in Install-Tool doesn't show up in all relevant situations

Problem:
The migrateWorkspaces script in Install-Tool doesn't show up in all 
relevant situations.

Which are:
* not all (relevant) extensions are installed
* not all database tables exists
* old "draft" workspace is still used
* old "review" stage still used

Solution:
The attached patch changes that and adds the information why the wizard 
actually shows up to the description.

Additional information:

Keep in mind that there are two other RFC pending for the wizards:
#16926: database isn't updated during workspace-migration wizard
#16935: tx_coreupdates_installversioning is obsolete
