[TYPO3-core] FYI24 #17085: Update ext_emconf.php of t3skin

Hi!

The following changes will be committed in 24h, if nobody objects.

Problem:
t3skin's ext_emconf contains some wrong values:
Author now is the TYPO3 skin team, not the HCI team,
version number and dependency: 4.5.0
doNotLoadInFE = 1 (<- this is the reason, why it's an FYI24 - does 
anybody see a reason, why this value was set to 0?)
