[TYPO3-core] RFC #17075: Bug: No possibility to update the module menu via setUpdateSignal

Problem:
While working on workspaces I noticed that there is no possibility to
use setUpdateSignal to refresh the module menu.

Attached patch does that.

Notes / How to test:
This patch is a prerequisite for workspaces issue
