[TYPO3-core] RFC #17074: Allow core navigation components

Problem:
Currently the possibility to add core navigation components is missing.

Solution:
Implement a tiny addition to the extisting registering code to allow core 
based components. They must resist in t3lib/js/extjs/components currently. 

Note:
This is a prerequisite for the final integration of the pagetree.

How to test:
Apply the patch from 17073 (and this one!) and test it. If it works, this 
patch will work too.
