[TYPO3-core] FYI Fixed issue #16857: Refine new labels in pages and tt_content TCE forms

This patch changed some FlexForm labels and adds labels to checkboxes.
I fear, it has never worked, but the bug was simply not visible: Please 
check #17049 (have to click the <label>, not the checkbox itself).
