[TYPO3-core] RFC #15112: Remove option "Show help text when applicable" in User Settings

Hi!

This is a SVN patch request.

Problem:
The option "Show help text when applicable" does not work anymore and 
it's not desired to have a configurable "help" subsystem.

Solution:
Remove it
