[TYPO3-core] RFC #17041: CSH tooltip often gets in the way of the field it is supposed to provide help for

This is a SVN patch request.

Problem:
Contextual help tooltip often gets in the way of the field it is 
supposed to provide help for.

Solution:
Since the field is usually either on the right side or below the label, 
I propose to position the tooltip above the label (when viewport space 
allows) so that it does not display over the field.
