Forgot one detail in the original post. The most important thing for 
testing is verifying that the CSH does fall back correctly.

In English, you should see the new CSH.  When you using another language 
that has not yet been updated, you should see the old CSH in your 
language.  If you manually modify the language to add a translation for 
one of the new CSH files, that new translation should appear.
