[TYPO3-core] RFC Bug #16982: be_layout and be_layout_next_level got misleading labels and no CSH

Problem:

The two new fields for pages that have been introduced with the grid 
view got misleading labels.

be_layout is just changing the layout of the page record it belongs to.
be_layout_next_level starts at the next level but actually changes the 
layout of all subpages.

So the labels should be

Backend Layout (this page only)
Backend Layout (subpages of this page)

Both still miss CSH descriptions to explain the users how this new 
feature works.

Solution:
Attached patch will add the CSH and change the labels.
