[TYPO3-core] RFC #16961: When the title length is changed in the user setup module the pagetree needs to be updated

Please report the double refresh in the pagetree tracker. Otherwise it's 
possible that I miss it. The patch itself can be tested tomorrow after I 
fixed this unrelated one and especially the error found by Ernesto. Thanks!
