[TYPO3-core] FYI: Fixed bug #16750: htmlArea RTE: Popup layer for editing links is not resizable in IE

FYI: The attached SVN patch was committed.

Problem:
Until recently, a JS error was raised in IE when dialogue windows were 
made resizable. Seems to have been fixed. Don't know how, nor when.

Solution:
The attached patch makes the link, image and user element dialogue 
windows resizable in IE.
