[TYPO3-core] RFC: #13670: Performance optimization: change while(list() to foreach()

this issue is not yet pending in the core list. Consider reading the
rules of this list:

Maybe you can create an RFC out of it, or ask Stefan Geith to do it, so
that you can vote on it here.
